| Who qualifies | Three categories: subsistence producers growing mainly for their own household, with legal access to land (a lease of at least 3–5 years if leasing); smallholder and commercial land-reform producers with a longer lease or title, legal water access and an approved business plan; and agri-processing enterprises with access to raw materials and a business plan. Civil servants, parastatal employees and foreign nationals are excluded. |

| How to register | Steps vary by province. In the Western Cape: obtain a request form from the local Department of Agriculture office or www.elsenburg.com, complete it with a business plan and supporting documents (proof of land and water access, tax clearance), and hand it in at the nearest provincial district office within the advertised window. Applicants must be registered on the Producer/Farmer Register and quote their reference number. |
