Two tools protect a South African smallholder's income through an El Niño drought: seed bred for dry years, and weather-index insurance that pays you cash on a measured rainfall or satellite trigger - no farm visit, no long wait. That matters because in the 2015/16 El Niño the national maize crop fell 47% below its five-year average, to 6.5 million tonnes, and average yields dropped to 3.42 t/ha - about 68 bags of 50 kg per hectare.
Treat both tools as a business decision, not a gamble. Here is how.
Will El Niño really cause a drought where I farm?
Maybe - and the risk is real enough to plan for now. The South African Weather Service reports ENSO moving from a weak La Niña back to neutral, with a possible shift to El Niño by spring (September to November) - exactly when you plant summer crops - and above-normal temperatures for much of the country. Should I plant maize or sorghum this El Niño year?
Match the crop to your rainfall, then choose seed bred for dry years. About 90% of South Africa's maize grows on rain alone, so your seed choice is the cheapest insurance you can buy.
- Drought-tolerant maize yields 20-30% more than ordinary maize under moderate drought. Pick an early-maturing variety (roughly 120 days to harvest) so the crop finishes before the hot, dry mid-season.
- Sorghum needs only 450-650 mm of water a season, has an extensive root system, and recovers faster than maize after a dry spell. No rain gauge? Dig 30 cm down and squeeze a handful of soil. If it will not hold together as a ball, the subsoil is still dry - wait for more rain before you plant. Holding out for the true onset keeps a false start from wasting your seed - see timing planting to the first real rains.

What is weather-index (parametric) crop insurance?
It is insurance that pays out when a measured weather "index" crosses a set line - not when an assessor inspects your field. The index can be rainfall (it pays if the season's rain falls below a threshold), soil moisture, or satellite greenness.
Two working examples:
- Livestock cover in Kenya and Ethiopia pays when satellite NDVI - the greenness of pasture - drops below the 20th percentile of the 30-year normal.
- A South African soil-moisture product pays when moisture falls below the level the crop needs - for example, when the plant needs 40% but the soil holds less.
This is a business tool that protects your income, not charity. When the trigger hits, everyone in the scheme is paid - you never have to prove your own loss.
How fast does index insurance pay out?
Fast - because there is no assessor to send. With a measured index there is no waiting period for an assessor to assess the damage, so cash can reach you within weeks - in time to replant or buy feed.
In 2023, a World Food Programme R4 scheme in Côte d'Ivoire signed up 5,111 rice farmers for weather-index cover. Across R4 schemes, 86% of farmers who received a payout spent it on farm inputs rather than on other needs. A payout that lands early lets you keep farming instead of selling your assets.
How can a smallholder like me get index insurance?
Through a group, not on your own. Fewer than 3% of sub-Saharan African smallholders currently carry any crop insurance - the barrier is cost, and joining forces is how that cost comes down.

- Your cooperative or farmer group - insurers bundle many small plots under one policy to make premiums affordable.
- Input bundles - some seed and fertiliser packs now come with cover attached; ask your dealer.
- Government and agri-scheme partnerships - public support is what brings premiums within reach.
