A major component of Ethiopia's food security programme since 2005, providing reliable support to chronically food-insecure households through Direct Support and labour-based Public Works — most of which builds soil and water conservation structures and rehabilitates watersheds.

| Who qualifies | Chronically food-insecure, poor households. Public Works labour is done by people eligible for conditional transfers — men and women above age 16 — while labour-poor households eligible for unconditional Direct Support do not do Public Works. |
| How to register | Not an individual walk-in application: the Kebele Food Security Task Force reviews community public-works plans and, together with the community, identifies which able-bodied clients are eligible to participate, coordinated by the kebele's Development Agents. |
